The Helios Confederation of Independent Systems is a Civilized space community.

Summary[edit | edit source]

The Helios Confederation of Independent Systems, or HCIS for short is a Civilized space community.

It is located in the Nusophr region of the Euclid galaxy.

The HCIS is established upon the ruins of an Ancient Civilization. The current primary capital, Gold Dawn Sanctuary, houses the Director of the Confederation, and also serves as a meeting point for both local Council and Intergalactic affairs.

Who We Are[edit | edit source]

The HCIS is a Mass Production and Industrialization Hub. It aims to bring the Xbox community further into the light, and to help and aid all Travelers. As such, its main goals and aspirations involve spreading Civilized Space across the Xbox Universe, and Industrializing the Euclid Galaxy for the benefit of weary Travellers.

Our Confederation is comprised of multiple Provinces. A regular Province is a simple claimed star system within the Confederation's space, and a Core Province is actively involved in the Helian Government. Each of our Core Provinces is unique, having their own attractions, populations, and sometimes even different economies. Each of these Provinces is lead by a single Overseer, who serves on the Helian Grand Council.

The Helian Grand Council is a committee that serves to improve and protect the lifestyle of the Confederation, as well as give roleplayers a level of immersion. The Council was formed mainly to conduct the Confederation in lawmaking. The Grand Council is mostly responsible for physically present issues, such as program creation and regulations, while the Director is mostly responsible for intergalactic relations. Below, you will find a list of all current Helian Policies and Treaties, a brief summary of what each signifies, and the date it was passed (as well as repeal date if applicable).

History of the HCIS[edit | edit source]

The HCIS is rooted in a system of lore, to give every citizen an enriching experience when they dig through Confederation records. These records are full of fan-made stories, as well as actual laws and events that have become reality within the Confederation's brief history. They can be found on the History of the HCIS page.

Province Guidelines[edit | edit source]

Here at the HCIS, we like to promote an image of freedom and independence. As such, we have no naming conventions specifically. We only ask that all players keep their names appropriate within Helian documentation.

We do, however, have a system of government that separates regular Provinces from our Core Provinces. Helian Provinces are claimed star systems within Confederation space that are not represented on the Helian Grand Council. As populations increase, systems may be added to the Core Provinces, and the Council will expand. This system will be explained and expanded upon at a later date.

Embassy Provinces are a relatively new concept within the HCIS. The Helian government allows its closest allies to establish lone territories, approved for peaceful usage, within its own space. This strengthens the relations with the Confederation's allies.

A Helian Territory is an unclaimed star system within general HCIS Space. While it is technically unclaimed, the Confederation considers these Territories buffer or neutral zones.

Below, you will find a listing of all of our Provinces, Core and non, along with all registered citizens residing in each Province. Beside each citizen name, you will also find any civilization each of them belongs to in parenthesis (because we DO allow dual citizenship). At the bottom of the section, you will find our total current population count. Citizens residing in Embassy Provinces might not be Helian Citizens, and therefore will not count toward complete population counts.

The Helian Armed Forces[edit | edit source]

In order to provide protection and aid to the whole of Xbox Universe, the Confederation formed its own defensive military. Within the HAF Organization, there are two divisions: The Nusophyrian Army, and the Valerian Grand Navy. This organization was formed in response to increased levels of griefing and trolling among all platforms, particularly surrounding the Community Events on the Nexus.

The current head of the HAF is General Spark. His main task is to coordinate the Army and Navy, as well as help establish further Helian infrastructure.
