The Republic houses 9 central regions, and lays claim to 16 outlying regions for "claims of expansion." This allows for growth within the Republic to expand at any given time. The Republic also has claim to the Sea of Sarbar which is where the Trouvaille undergo extreme training due to the truly hostile nature of the region.
