We the Travelers of the Triumvirate Pact Alliance, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common Defence, promote the General Welfare, and Secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for The Triumvirate Pact Alliance.

Article I (Article 1 - Legislative)[ | ]

Section 1

All legislative Powers herein granted shall be vested in a Committee of the Triumvirate Pact Alliance, which shall consist of a Council and Chamber of Representatives.

Section 2

1: The Chamber of Representatives shall be composed by all Leaders of each Power, each shall have the Qualification for the most numerous Branch of the Legislature.

2: No Leaders of the Powers within the Triumvirate shall be a Representative who has not been Granted an invitation to the Chamber of Representatives and been 2 weeks a Citizen of the Triumvirate Pact Alliance, and who shall be, when Granted invitation be an Inhabitant of that Power in from where he shall be chosen.

3: Representatives of the Powers which may be included within this Alliance, according to their respective Power, which shall be determined by including those Meeting in the Committee of the Triumvirate Alliance, in such Manner as they shall by Law direct. The Number of Representatives shall not exceed one for every Power, but each Power shall have at Least one Representative;

4: When vacancies happen in the Representation from any Power, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies.

5: The Chamber of Representatives shall appoint their Speaker and other Officers; and shall have the sole Power of Impeachment.

Section 3

1: The Council of The Triumvirate Pact Alliance shall be composed of 1 Ambassador from each Power, chosen by the Legislature thereof; and each Ambassador shall have one Vote.

2: Immediately after they shall be assembled in Consequence of the Acceptance of Invitation they shall be Granted a Seat. If Vacancies happen by Resignation, or otherwise, during the Recess of the Legislature of any Power, the Executive thereof may make temporary Appointments until the next Meeting of the Legislature, which shall then fill such Vacancies.

3: No Person shall be an Ambassador to the Council who has not Obtained an invitation by the Council itself, Granted Temporarily Observer Status or Citizenship of any Power in the Alliance, and who must be an Inhabitant of that Power for which he shall be chosen to represent.

4: The Vice President of the Triumvirate Pact Alliance shall be President of the Council, but shall have no Vote, unless they be equally divided, serve as Advisor in the Chamber, the Secretary of Defence and in the absence of the President of the Triumvirate Alliance Committee Carry out his duties.

5: The Council shall choose their other Officers, and also a President pro tempore, in the Absence of the Vice President, or when he shall exercise the Office of President of the Triumvirate Pact Alliance Committee.

6: The Council shall have the sole Power to try all Impeachments. When sitting for that Purpose, they shall be on Oath or Affirmation. When the President of the Triumvirate Pact Alliance Committee is tried, the Chief Justice shall preside: And no Person shall be convicted without the Concurrence of two thirds of the Members present.

7: Judgment in Cases of Impeachment shall not extend further than to removal from Office, and disqualification to hold Membership and enjoy any Office of Honor and Trust under the Alliance: but the Party convicted shall nevertheless be liable and subject to Indictment, Trial, Judgment and Punishment, according to Law.

Section 4

1: The Times, Places and Manner of holding Elections for Ambassadors and Representatives, shall be prescribed in each Power by the Legislature thereof; but the Committee may at any time by Law make or alter such Regulations, except as to the Places of choosing Ambassadors.

2: The Committee Shall assemble at least once in every week, and such Meeting shall be on Friday unless they shall by Law appoint a different Day.

Section 5

1: Each Assembly shall be the Judge of the Admission, Returns and Qualifications of its own Members, and a Majority of each shall constitute a Quorum to do Business; but a smaller Number may adjourn from day to day, and may be authorized to compel the Attendance of absent Members, in such Manner, and under such Penalties as each Assembly may provide.

2: Each Assembly may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, expel a Member.

3: Each Assembly shall keep a Journal of its Proceedings, and from time to time publish the same, excepting such Parts as may in their Judgment require Secrecy; and the Yeas and Nays of the Members of either Assembly on any question shall, at the Desire of one fifth of those Present, be entered on the Journal.

4: Neither Assembly, during the Session of Committee, shall, without the Consent of the other, adjourn for more than three days, nor to any other Place than that in which the two Assemblies shall be sitting.

Section 6

1: The Members of each Assembly shall in all Cases, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Assembly, and in going to and returning from the same; and for any Speech or Debate in either Assembly they shall not be questioned in any other Place.

2:  All Ambassadors or Representatives shall, during the Time for which he was admitted, be appointed to a Civil Office under the Authority of the Triumvirate Pact Alliance, which shall have been created, or the Emoluments whereof shall have been increased during such time; and all Members holding any Office under the Alliance, shall be a Member of either Assembly during his Membership in the Pact.

Section 7

1: All Bills for raising Resources shall originate in the Chamber of Representatives; but the Council may propose or concur with Amendments as on other Bills.

2: Every Bill which shall have passed the Chamber of Representatives and the Council, shall, before it become a Law, be presented to the President of the Triumvirate Pact Alliance; If he approve he shall sign it, but if not he shall return it, with his Objections to that Assembly in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that Assembly shall agree to pass the Bill, it shall be sent, together with the Objections, to the other Assembly, by which it shall likewise be reconsidered, and if approved by two thirds of that Assembly, it shall become a Law. But in all such Cases the Votes of both Assemblies shall be determined by Yays and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each Assembly respectively. If any Bill shall not be returned by the President within 5 days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Committee by their Adjournment prevent its Return, in which Case it shall not be a Law.

3: Every Order, Resolution, or Vote to which the Concurrence of the Council and Chamber of Representatives may be necessary (except on a question of Adjournment) shall be presented to the President of the Triumvirate Pact Alliance Committee; and before the Same shall take Effect, shall be approved by him, or being disapproved by him, shall be repassedby two thirds of the Council and Chamber of Representatives, according to the Rules and Limitations prescribed in the Case of a Bill.

Section 8

1: The Powers Represented shall provide for the Defence and general Welfare of the Triumvirate Alliance; but all Duties of the Alliance shall be executed at the Capacity and Ability of each Member in their own discretion.

2: To borrow Resources on the name of the Triumvirate Alliance in order to support a Civilization in need, No Member shall assist a Foreign Power engaged in a War with Trading Partners of the Triumvirate Pact Alliance that could cause a conflict of Interest between both Waring Factions;

3: To Create laws that promote Fairness and Honesty in Commerce with Foreign Powers, and among the Member Powers, with the Native Species of the Alliance territory, No law shall be passed that infringes the right of a Member Power to Trade.

4: To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the Triumvirate Alliance;

5: To Protect Intergalactic Refugees in times of War;

6: To each Member provide for the creation of a Border Protection Force with the purpose of intercepting and detaining of Individual Travelers, Individual Illegal Immigrants and Citizens of a Foreign Power that are Residents of any Member of the Alliance under a Visa programme who might brake the Laws of Intergalactic Immigration of the Triumvirate Alliance and Tried on the Sovereign Power in which such Crime had been committed within Intergalactic Traffic Lanes, Space stations and Open Space that Falls under the Jurisdiction of the Triumvirate Pact Alliance.

7: To establish Medical Facilities run by The Triumvirate Health Organization.

8: To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;

9: To constitute Tribunals inferior to the Supreme Court of The Triumvirate Alliance;

10: To define and punish Piracies and Felonies committed on Alliance Territorial Space and Offences against the Law of Foreign Powers;

11: To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures of Planets, Moons and Space Stations;

12: To raise and support Armies, but no Appropriation of a Member's Private property nor it's citizens, Intergalactic Travelers, Foreign Powers or Unrecognized Entity's Territory;

13: To provide and maintain a Joint Navy;

14: To make Rules for the Government and Regulation of the Planetary and Naval Forces;

15: To provide for calling forth the Militia to execute the Laws of the Alliance, suppress Insurrections and repel Invasions;

16: To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the Triumvirate Alliance, reserving to the Powers, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by the Committee;

17: To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Star systems squared) as may, by Cession of particular Power, and the Acceptance of the Committee, become the Seat of the Government of the Triumvirate Pact Alliance, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the Power in which the Same shall be, for the Erection of Forts, Embassies, Arsenals, Space-Yards, and other needful Buildings;—And

18: To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the Triumvirate Pact Alliance, or in any Department or Officer thereof.

Section 9

1: The Migration or Importation of such Persons as any of the Powers now existing shall think proper to admit, shall not be prohibited by the Committee prior to the Year 2018, but no tax or duty may be imposed on such Importation, for any Travelers, Citizen and Non Alliance Members.

2: The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it.

3: No Bill of Attainder or ex post facto Law shall be passed.

4: No Capitation, or other direct, Tax shall be laid upon any of the Citizens of the Pact in Proportion to the Census or Enumeration of each Power.

5: No Tax or Duty shall be laid on Articles exported from any Power.

6: No Preference shall be given by any Organization of Commerce or Revenue to the Ports of one Power over those of another: nor shall Vessels bound to, or from, one Power, be obliged to enter, clear, or pay Duties in another.

7: No Foreign Debt that a new Member of the Alliance that has been incorporated be charged on the existing Members of the Pact.

8: No Title of Nobility shall be granted by the Triumvirate Pact members: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Committee, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State.

Section 10

1: No Power shall be prohibited from entering into any Treaty, Organization, or Confederation as long as such Government, Intergalactic Entity, Organization, Group or Movement is not an enemy of any Member in the Alliance.

2: No Power of the Alliance, may lay Tax on any Import or Produced Products or Export, except they will charge a price in concordance with the Intergalactic Economy and the net Produce of all Duties and Imposts, laid by any Trade Organization within Triumvirate Alliance Space, on Imports or Exports, shall be for individuals involved in trade; and all such Laws shall be subject to the Revision and Controul of the Committee.

3: No Power shall, without the Consent of Committee, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another Power, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.

Article II (Article 2 - Executive)[ | ]

Section 1

1: The executive Power shall be vested in a President of the Triumvirate Pact Alliance Committee and together with the Vice President of the Triumvirate Pact Alliance Committee.

2: Each Power shall appoint, in such Manner as the Legislature thereof may direct, an equal Number of Observers, equal to the whole Number of Ambassadors and Representatives to which the Power may be entitled in the Committee; but no Councilor or Representative, or Person holding an Office of Trust or Profit under the Triumvirate Pact Alliance , shall be appointed as President of the Triumvirate Alliance Committee.

3: The President of the Triumvirate Pact Alliance Committee must be a citizen of his or her respective Power, of whom must renounce a position of leadership of that Power to avoid granting Privilege to their own Alliance Member, shall not be an Inhabitant of a Foreign Power or Free Traveler. The Citizen having the greatest Number of Votes shall be the President, if such Number be a Majority of the whole Number of Electors appointed; and if there be more than one who have such Majority, and have an equal Number of Votes, then the Chamber of Representatives shall immediately chose by Ballot one of them for President; and if no Person have a Majority, then from the five highest on the List the said Assembly shall in like Manner choose the President. But in choosing the President, the Votes shall be taken by Members, shall be necessary to a Choice. In every Case, after the Choice of the President, the Person having the greatest Number of Votes of the Council shall be the Vice President.

4: The Committee may determine the Time of choosing the President, and the Day on which they shall give their Votes; which Day shall be the same throughout the Triumvirate.

5: Any Foreign Citizen, or a Intergalactic Traveler, at the time of the Adoption of this Constitution, shall not be eligible to the Office of President; neither shall any Person be eligible to that Office who shall not have attained the Approval of the Committee;

6: In Case of the Removal of the President from Office, or of his Resignation, or Inability to discharge the Powers and Duties of the said Office, the Same shall devolve on the Vice President, and the Committee may by Law provide for the Case of Removal, Resignation or Inability, both of the President and Vice President, declaring what Officer shall then act as President, and such Officer shall act accordingly, until the Disability be removed, or a President shall be elected.

7: The President shall, at stated Times, visit each Pact Alliance Member's Sovereign territory and meet with the Executive authority.

8: Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation:—“I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the Triumvirate Pact Committee, and will to the best of my Ability, preserve, protect and defend the Constitution of the Triumvirate Pact Alliance.

Section 2

1: The President shall appoint a Commander in Chief of the Joint Military Forces of the Triumvirate Pact Alliance, and of the Militia of the several Powers, when called into the actual Service of the Triumvirate Pact Alliance; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices, and he shall have Power to grant Reprieves and Pardons for Offences against the Triumvirate Pact Alliance, except in Cases of Impeachment.

2: He shall have Power, by and with the Advice and Consent of the Council, to make Treaties, provided two thirds of the Councilors present concur; and he shall nominate, and by and with the Advice and Consent of the Council, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the Supreme Court, and all other Officers of the Triumvirate Pact Alliance, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Committee may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.

3: The President shall have Power to fill up all Vacancies that may happen during the Recess of the Council, by granting Commissions which shall expire at the End of their next Session.

Section 3

He shall from time to time give to the Committee Information of the State of the Alliance, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Assemblies, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed by all Powers in the Triumvirate Pact Alliance.

Section 4

The President, Vice President and all Civil Officers of the Triumvirate Pact Committee, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.

Article III (Article 3 - Judicial)[ | ]

Section 1

The Judicial Power of the Triumvirate Pact Alliance, shall be vested in one Supreme Court of The Triumvirate, and in such inferior Courts as the Committee may from time to time ordain and establish. The Judges, both of the supreme and inferior Courts, shall hold their Offices during good Behavior.

Section 2

1: The Judicial Power shall extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of the Triumvirate Pact Alliance, and Treaties made, or which shall be made, under their Authority;—to all Cases affecting Ambassadors, other public Ministers and Consuls;—to all Cases of admiralty and Intergalactic traffic lanes Jurisdiction;—to Controversies to which the Triumvirate Pact Alliance shall be a Party;—to Controversies between two or more Powers;—between a Power and Citizens of another Power;—between Citizens of different Powers, —between Citizens of the same Power claiming territory under Grants of different Powers, and between a Power, or the Citizens thereof, and Foreign Powers, Citizens or Subjects.

2: In all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a Power shall be Party, the Supreme Court shall have original Jurisdiction. In all the other Cases before mentioned, the supreme Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the Committee shall make.

3: The Trial of all Crimes, except in Cases of Impeachment, shall be by Jury; and such Trial shall be held in the Power where the said Crimes shall have been committed; but when not committed within any Power, the Trial shall be at such Place or Places as the Committee may by Law have directed.

Section 3

1: Treason against the Triumvirate Pact Alliance, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Citizen shall be convicted of  Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court.

2: The Committee shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood.

Article IV (Article 4 - States' Relations)[ | ]

Section 1

Full Faith and Credit shall be given in each Power to the public Acts, Records, and Judicial Proceedings of every other Power. And the Committee may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof.

Section 2

1: The Citizens of each Power shall be entitled to all Privileges and Immunities of Citizens in the several Powers.

2: A Person charged in any Power with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another Power, shall on Demand of the Executive Authority of the Power from which he fled, be delivered up, to be removed to the Power having Jurisdiction of the Crime.

3: No Person held to Service or Labour in one Power, under the Laws thereof, escaping into another, shall, in Consequence of any Law or Regulation therein, be discharged from such Service or Labour, but shall be delivered up on Claim of the Party to whom such Service or Labour may be due.

Section 3

1: New Governments, Organizations, Intergalactic Entities, Colonies, Commonwealths and Individual Travelers may be admitted by the Committee into this Alliance; but no new Power shall be formed or erected within the Jurisdiction of any other Power; nor any Power be formed by the Junction of two or more Powers, or Powers, without the Consent of the Legislatures of the each sovereign Power concerned as well as of the Committee.

2: The Committee shall have Power to dispose of and make all needful Rules and Regulations respecting the sovereignty of Territory or other Property belonging to the Triumvirate Pact Alliance Members; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the Triumvirate Pact Alliance, or of any particular Power.

Section 4

The Triumvirate Pact Alliance shall not impose on every Power in this Union a specific Form of Government so as long as the Sovereign Power within the Alliance adheres to the Laws, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.

Article V (Article 5 - Mode of Amendment)[ | ]

The Committee, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several Powers, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several Powers, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Committee; Provided that no Amendment which may be made prior to the Year  2018 shall in any Manner affect the first and fourth Clauses in the 9th Section of the 1st Article; and that no Member, without its Consent, shall be deprived of its equal Suffrage in the Council.

Article VI (Article 6 - Prior Debts, Triumvirate Supremacy, Oaths of Office)[ | ]

1: All Debts contracted by New Observer Members prior to entering the Alliance, shall be as valid against the same Power by this Constitution, as under the Articles of Confederation.

2: This Constitution, and the Laws of the Triumvirate Pact Alliance, which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the Triumvirate Alliance, shall be the Supreme Law of the Pact; and the Judges in every Power shall be bound thereby, any Thing in the Constitution and Laws of each Sovereign Power under this Constitution Contrary not withstanding.

3: The Ambassadors and Representatives before mentioned, and the Members of the several Power Legislatures, and all Executive and Judicial Officers, both of the Triumvirate Pact Alliance and of the several Powers that compose it, shall be bound by Oath or Affirmation, to support this Constitution; but no religious Test shall ever be required as a Qualification to any Office or public Entity.

Article VII (Article 7 - Ratification)[ | ]

The Ratification of the Conventions of 5 Powers, shall be sufficient for the Establishment of this Constitution between the Powers so ratifying the Same.

Articles of Confederation[ | ]

Article I: Each factions property shall remain their property. Although it is our duty as well as our responsibility to do what we can to ensure the prosperity of all members of the Triumvirate, it is crucial to the balance of power as well as the very existence of intergalactic peace that all actions regarding resources of any kind, their production, or the profits thereof are entirely voluntary.

Article II: No membership fee or tax of any kind is to be imposed upon the members of the Triumvirate as well as those who are outside of its jurisdiction. Each faction or group is free to conduct themselves as they please so long as the prosperity and sovereignty of other factions or groups is not jeopardized or infringed upon in any way.

Article III: Any sort of intimidation, coercion, or unjustified use of force against another member is a grand offense and shall be treated punitively as such. Repercussions of such an offense shall result the punishment agreed upon by the Council. Establishing an embassy in another factions territory is permitted. However, any sort of militaristic action whether building military bases, or the storage of weapons, ammunition, or the means of production thereof or of military equipment or vehicles of any kind in another triumvirate members territory is to be considered intimidation and is also hereby prohibited.

Article IV: Each triumvirate member is free to establish, or abandon citizenship of any faction or group within the Triumvirate. Any non members of the Triumvirate are free to travel within the Triumvirate jurisdiction, so long as they obey the laws set forth by these articles of confederation. Any such interloper who violates these laws shall be barred from any future possibility of membership, or further punitive measures if agreed upon by the Council.

Article V: Members of the Triumvirate are free to travel anywhere within the Triumvirate pacts jurisdiction. Hindrance of any kind toward such freedom of movement shall be met by the punitive measures agrees upon by the Council.

Article VI: Each member of the triumvirate shall have equal status and equal legislative authority regardless of size, wealth, or any other conditions. Each faction or group shall have 1 vote in each legislative session.

Article VII: Any amendments to these articles of confederation must be agrees upon unanimously by legislative session.

Article VIII: Any fugitives from other factions must settle their case before membership is to be voted upon by the Council unless otherwise agrees upon by the Council. Each occurrence is to be taken from a case by case approach as some cases are justified under these articles of confederation in the cases of coercion, actions they may deem immoral or irresponsible, or in the case galactic rights violations.

Article IX: Any legislation enacted without agreement of the Council is to be hereby rendered null and void and is treasonous and shall be treated as such.

Article X: Any actions involving piracy are in all cases strictly prohibited. Theft or acts of violence towards other members of the Triumvirate shall result in punitive measures to be agrees upon by the Council. Any act of war taken by a member of the Triumvirate unless agreed upon the Council is to be considered treasonous and shall be met by punitive actions agrees upon by the Council. Mercenaries and bounty hunters are also hereby prohibited from taking assignments that result in a conflict of interest and undermines the prosperity of another member of the Triumvirate. Trade between pirates and members of the Triumvirate are to be handled by the parties involved. So long as no member commits such an act of piracy themselves or mentioned pirates have not committed any acts of piracy against any member of the Triumvirate, it shall be treated as an interaction between independent parties.

Article XI: Trade and commerce of any sort is to be handled strictly between the involved parties, whether both parties are members or not, and no interference from other members is to take place under any circumstances. Violations of this law shall be met by the punitive measures agrees upon by the Council.

Article XII: Punishment for violating these articles of confederation set forth by the Council of members of the Triumvirate shall result in a probationary period in which all rights and benefits of membership shall be temporarily revoked unless agreed upon by the Council either immediate expulsion from, or reinstatement of rights benefits hereby given by the Triumvirate and these articles of confederation. Any act of treason is to be met with immediate and permanent expulsion, and if agreed upon by the Council, further punishment to be agrees upon by the Council on a case by case basis.

Article XIII: Any member who possesses dual citizenship and falls under the jurisdiction of a faction facing punitive measures may at that time abandon either permanently or temporarily their associations with said group or face the same punishment as said group.
