Since Atlas Rises each Portal has a termilal (or Dial Devices) in form of a large cyllinder. Similar to a telephone dial or touch pad (although much larger), the terminal is used to specify which other Portal to connect to when opening a wormhole to another location.
Summary
When inactive, terminal is hidden inside base of a portal. The cyllinder automatically leaves the base and divides into 2 halves when when you approach it, allowing access to the dial disk on bottom half. External 16 symbols on the dial disk - Glyphs are arranged in a circle.
Terminal act as a control device for the portal and allows these commands:
Terminal on the other side of portal's wormhole is always inactive.
